Instruction Given To Iraqi Army And Police

One of the main issues facing the Iraqi Government is trying to set up the rule of law. As the government is getting established, there is more and more of a need to set up standards and rule of law in the areas where previously chaos and anarchy has reigned. There are a number of Iraqi well educated people but they have needed help to get the process started and become established. Recently, members of the 82nd Airborne, 1st Brigade Combat team were aided by members of the Australian military in setting up a human rights and international law training session.

The first group that was trained were a group of 18 Servicemembers for a initial 10 day course to help them learn principals of human rights, Law of Armed Conflict, the Hague Convention and rules of the Geneva Convention.

The difference between a civilian and an enemy combatant was one of the issues that were studied. Different scenarios were given to the students, and they were given an opportunity to apply the lessons that they had just learned in the classroom. This link between text and practical has helped students make the connection and apply the theories and concepts.

The legal obligation to tell the difference between combatants and civilians, the responsibility to give aid to wounded and how to properly and correctly treat captives and detainees are concepts that these soldiers can put into effect immediately.
