Camp Victory Air Operations Center Created
The Coalition has worked hard to support the efforts of the Iraqi Security Forces, and the overall security has been slowly but surely transferred to Iraqi Control. But one of the most influential issues has been the different areas of training that the Coalition have provided for members of the Iraqi Military, and Iraqi national police.
Members of the Air Force have worked to teach different command and control processes and procedures to Iraqi Servicemembers. The efforts have been to create an Iraqi command and Control Operations center that responds similarly to how coalition centers operate.
A team of advisors from Coalition Air Force Training and Command Centers are working to teach Western Command and control style structures to the Iraqi Servicemembers.
The command and control procedures that they are using are similar to what they were last using when the Soviets were in the region, before the break up of the Soviet Union.

The Iraqi command and Control center is where weather conditions, aircraft status and operations status are all taken in, and the different air operations and command and control issues are resolved. The style of command and control that is being taught is more flexible than the Soviet standard.
The sharing of information and encouraging Iraqi Servicemembers to be empowered is part of the training. As they learn the process, they become more and more successful, part of the overall success is the confidence that comes with the understanding of the system.
