More Than 10,000 Released Re Offense Rate Less Than 1 Percent
The number of detainees has been slowly decreasing, as different members of them have been participating in re integration programs. They have been taking loyalty pledges, and using the time to learn about the new Iraq, and working to not be involved in insurgency or criminal activity.
The Iraqi Government has been using a program of using Iraq social workers and an Islamic cleric meet with detainees and counsel them. As the staff dealing with the detainees feel that they are ready to re integrate, then they are given the approval.
At that point the detainee meets with a member of the Multi national review committee. If they agree they are ready then they appear before the full Multi national committee. The committee interviews the detainees.
At first the members of the Multi National Review committee was exclusively members of the coalition, but slowly they have implemented members of the Iraqi Army and officers from the Iraqi national police.
The program of meeting with, counseling, and interviewing detainees has been working. The number of detainees released that are later needing to be re detained for new crimes or terror activity is less than 1 percent.

This bodes well not only for the program, but for the future of Iraq. As the members are released, they are able to become successful members of the local Iraqi Community.
