Iraqi Rebuilding Shifts To Self Sustaining

Continued Success Leads To Facility Reconstruction

The efforts to rebuild Iraq were previously an operation that was funded and provided for exclusively by the Coalition. Now, slowly the focus has shifted from a series of operations that are done by the coalition, to a situation where the Coalition has shifted into being a support organization.

The last 18 months have identified a lot of different Iraqi facilities and areas that need to be rebuilt. As they have been identified, the ability of rebuilding efforts on the part of the Iraqi government has grown.

Now, the rebuilding has succeeded in shifting to a long term Iraqi led effort that is Iraqi led, and Iraqi driven. Efforts to target different structures for rebuilding is now led by Iraqi planners, and while the coalition still is involved, they are working now at the behest of direct Iraq leadership.

This has been a fundamental change in how things are being done. It allows the overall efforts of the US Army Corps of Engineers to focus on a few projects at a time.

The majority of the large projects in Iraqi that were on the schedule for the US Army Corps of engineers have been completed, and while there are still a few larger projects, most of the work now been done at the direction of the Iraqi Reconstruction Management Office.
