The Coast Guard Enlisted Personnel Management Enlisted System, or PME is a program that embraces a variety of different topics, subjects and skill sets. It focuses not only on the jobs and skills necessary for each of the USCG enlisted ratings but also on training, and education. The Coast Guard Study Guide for Enlisted Advancement is all of the different information required for advancement in the Rating that you have selected. It gives full information in detailed format for all the different quizzed, information and performance requirements. It gives information in the form of charts, tables, graphics and at length to allow you to prepare for the enlisted Qualification Exam for Advancement. In order to qualify for advancement to a higher rank and pay grade you have to pass all of the different knowledge and performance qualifications, and then have demonstrated them to another person. All of this is done with an eye toward encouraging excellence in USCG personnel, and helping achieve professional parity and success to match up with advances made by other members of the United States Armed Services. The USCG Enlisted PME system is made up of three parts, the Enlisted Advancement Qualification Exam, The Enlisted PME Study Guide and practice exams, and the USCG Performance and Knowledge section. Each of these three parts have to be studied and mastered before an enlisted person can advance in the United States Coast Guard. The Coast Guard revamped its system of petty officer advancement beginning in October of 2004. It now uses a educational advancement system for its enlisted ranks, and is designed to better teach the fundamental skills for each of its ratings and job specialties. It also was redesigned to better teach leadership and Petty Officer skill sets to its Servicemembers. That process involves them signing your performance sheet. Not everyone can do that, the Commanding Officer of each unit assigns the designated qualifying person that is allowed to sign for performance factor completion. In that format, it has served as the bell weather in Coastal Defense, and in search and rescue operations, as well as boating, aids to navigation for the mariner, and in its newest and most developing role, as one of the action arms of the new Department of Homeland Security.
