I have a misdemeanor pot charge on my record. It was quite some time ago. Since then I have finished college and received my BS in Media Studies/MArketing. The Army sad they were over staffed. Is there room for a college grad, drug free in the USCG?

dear madam,
i have just finished my medical school from phillipines and i am an american citizen too. I was looking through the medical job list and saw some of the job says : "You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply". like one of the job with the announcement 0C-07-218 states this. I am wondering if i could apply for a physican with the degree from phillipines. Or do i have to go through residence here in US. Or is there any provision for getting residence in army or navy or in marines. I would like to thank you in advance and would greatly appreciate if you could guide me through this.
