US Outpost in Iran

Foreign Minister Manouchehr Mottaki said on Friday that Iran might be willing to let the US establish a US interests section in Iran and also allow US air traffic into Iran. He continued by stating that he thought the talks this weekend in Geneva would be successful on both ends of the spectrum. The proposed outpost in Iran is similar to the arrangement that we currently have with Cuba. In certain situations, students, businesspeople, academic researchers, and artists would be able to visit Iran on a temporary basis. Such progress is monumental in the relationship the US has with Iran. There has been no such structure as this in the past thirty years with Iran. The minister also mentioned that there are already several US businesses operating in Iran.
What do you make of this new development? Do you believe that it would be beneficial for the US to send students and researchers and the like to Iran? Is there any downside to such an endeavor? I must admit that since Iran is agreeing to allow US citizens to come freely it seems as thought things must be looking up for US and Iranian relations.
Could these actions of an amicable nature be nothing more than a smokescreen to throw the US off before this weekends discussion? Is it possible that they are trying to divert our attention away from their nuclear program by allowing US interests into their country?
