My better half is going through something similar...he's been out for about a year now but is itching to go back. The recruiters are helping him to get straightened out between Active and Inactive reserve and the needs to return to active duty. If your son is still in, I'd suggest (also) following the chain up as high as it takes to find the possibilities.
It seems that the more people you talk to in the Navy, the more likely it is that you can eventually find a suitable situation.
