My parents are not U.S. citizens, however they are legal residents. Would that have an effect on me being able to get a job as an Intelligence Specialist or under Submarine Electronics?

I heard that if an IS doesn’t want to go out on a boat, they’ll never have to, just work from land the whole time. Is this true?
